But perhaps the greatest differences, and certainly some of the greatest political challenges, emerge from what we have called disjunctures—the contradictions and conflicts that have occurred within and between the main institutions and social structures of the region during this process of tumultuous change. In this book, we look at how a number of disjunctures have erupted in the political realm, and the modes of governance that have emerged to cope with them. First, the costs of economic development and economic change that receive so much attention in studies of the Asia-Pacific have consistently come into conflict with values of social stability and social solidarity.

While earlier books in this series have explored the economic origins (Thompson, 1998) and cultural consequences (Maidment and Mackerras, 1998) of these various forms of economic dynamism, we pay particular attention in this volume to their governance. What coalitions of political and economic actors have combined, and in what way, to shape these changes? How have the costs and benefits been distributed, by whom and on what grounds? The experience of Mao’s China points to a very different source and form of dynamism in the post-war era, a political dynamism in which the main energies and forces for social change have come from states, parties and political actors.

With the assumption of power, Asian communists soon set about creating a very distinctive form of politics and government. 4 I examine how, in the post revolutionary era, the party-states of communist East Asia were created. 5 I explore the distinctive institutions of the People’s Republics—the Communist Party and the government apparatus built alongside it. 6 I GOVERNANCE IN THE ASIA-PACIFIC 31 examine how the process of governance emerges from within these complex institutions and explore the similarities and variations amongst communist states.
